Something that I have been realizing as I am working on creating my own fantasy world is that when you create a world, you also have to create rules for that world.
It is not enough to just say that the world has magic, you need to define what the magic for that world is. For example, in my world I have decided that, save for some very special individuals, magic is only possible when the person using magic calls on the aid of elemental creatures that live just outside the physical world and can be conjured into the world for the purpose of working magic.
Orson Scott Card has a section in How To Write Science Fiction and Fantasy on how to decide what the rules on magic are and why it is so important to define them.
